Jim Palmer is the Executive Director of the Wisconsin Professional Police Association (WPPA), Wisconsin’s largest law enforcement group, where he oversees the organization’s operations, legal services, and legislative advocacy. He also serves as the WPPA’s spokesperson, chief legal counsel, and chief lobbyist, and directs its Extended Legal Protection Plan, which provides comprehensive legal representation for law enforcement officers statewide.

In addition to his leadership at the WPPA and NAPO, Jim has also served on numerous state and national boards and advisory councils, helping to develop bipartisan legislation to strengthen policing standards and promote public trust.

A frequent speaker and media commentator, Jim holds a B.A. in Political Science from the University of Wisconsin–Madison and a J.D. from Valparaiso University School of Law.
