Darrell began his law enforcement career with the Phoenix Police Department in 1994. After graduating from the police academy, he served as a patrol officer in the Maryvale Precinct, an area in southwest Phoenix historically challenged by elevated levels of violent crime. In 2012, Darrell was selected as a precinct representative for the Phoenix Law Enforcement Association (PLEA), the recognized bargaining unit for Phoenix police officers and detectives. In this role, he earned a reputation as a skilled and principled advocate, known for protecting officers’ due process rights and ensuring fair treatment during internal investigations. In 2016, Darrell was elected to PLEA’s Board of Trustees and soon thereafter was appointed to the Executive Board, serving as Treasurer and Chief Negotiator. During his tenure, he successfully led negotiations that resulted in the first increase in officers’ pay and benefits in more than a decade, following years of concessions and furloughs. That progress continued throughout his service in these leadership roles. In April 2022, Darrell was unanimously selected by the Board of Directors to serve as President of PLEA following the retirement of the previous president. He was subsequently elected by the membership to a three-year term beginning in September 2022 and was re-elected without opposition in 2025, continuing his service as President. Darrell also serves as President of the Arizona Police Association (APA), the largest organization representing police officers in the state. The APA represents more than 12,000 officers from 25 law enforcement agencies across Arizona. Darrell has served as an Area Vice President for NAPO since2022, and as NAPO’s Sergeant-at-Arms since 2026. Throughout his career, Darrell has remained focused on advancing the interests of the officers he represents. From pay and benefits to working conditions and retirement security, he is a steadfast advocate for protecting officers’ rights and preserving the integrity and honor of the policing profession.
