NAPO Testifies in Support of Qualified Immunity

NAPO’s Executive Director and General Counsel, Bill Johnson, testified yesterday before the House Judiciary Subcommittee on the Constitution, Civil Rights and Civil Liberties in a hearing entitled, “Examining Civil Rights Litigation Reform, Part 1: Qualified Immunity”. Johnson was only one of two witnesses asked to testify on the importance of qualified immunity and the consequences of repealing it and the only witness who spoke on behalf of rank-and-file officers. The remaining witnesses testified in support of full repeal or at least significant reform of the legal doctrine.
