· H.R. 980 Support, (Dale Kildee, D-MI) Introduced February 12, 2007. The “Public Safety Employer-Employee Cooperation Act of 2007.”  A bill to provide collective bargaining rights for public safety officers employed by States or their political subdivisions;

· S. 2123 Support, (Edward Kennedy, D-MA/Judd Gregg. R-NH) Introduced October 1, 2007.   Senate companion bill to H.R. 980;
Recent Action:
  Referred to the Senate Health, Education, Labor and Pensions Committee. 12/7/2007 offered as an amendment to H.R. 2419, the Farm, Nutrition and Bioenergy Act of 2007.  12/13/2007 amendment withdrawn due to filibuster threat.  Currently has the support of 31 co-sponsors.

Constitutional Amendments;

· H.J.Res. 12 Support, (John Murtha, D-PA) Introduced January 11, 2007.  A proposed amendment to the Constitution of the United States authorizing Congress to prohibit the physical desecration of the flag of the United States;
Recent Action: Referred to the House Judiciary Committee. 2/2/07 referred to the Judiciary Subcommittee on the Constitution, Civil Rights and Civil Liberties. Currently has the support of 65 co-sponsors.

COPS Program, Department of Justice Grant Funding;

· S. 231 Support, (Dianne Feinstein, D-CA) Introduced January 9, 2007.  A bill to authorize the Edward Byrne Memorial Justice Assistance Grant program at fiscal year 2006 levels ($1.1 billion)  through 2012;
Recent Action: Referred to the Senate Judiciary Committee. 3/15/2007 approved by the Judiciary Committee and ordered to be reported without amendment favorably. 5/24/2007 passed by the Senate by unanimous consent. Has the support of 52 co-sponsors.

· S. 368 Support, (Joseph R. Biden, Jr.) Introduced January 23, 2007.  The “COPS Improvements Act of 2007.”  A bill to amend the Omnibus Crime Control and Safe Streets Act of 1968 to enhance the COPS ON THE BEAT grant program, and for other purposes;
Recent Action:  Referred to the Senate Judiciary Committee. 3/15/2007 approved by the Judiciary Committee and placed on the Senate legislative calendar. 5/23/2007 NAPO only rank-and-file law enforcement group to testify in favor of increased funding for justice assistance programs. 2/27/2008, Again, NAPO the only rank-and-file law enforcement group to testify before Senate Crime and Drugs Subcommittee on need to increase federal funding for justice assistance programs. Currently has the support of 42 cosponsors.

·H.R. 1700 Support, (Anthony Weiner, D-NY) Introduced March 26 , 2007.  The “COPS Improvements Act of 2007.”  House companion bill to S. 368;
Recent Action:  Referred to the House Judiciary Committee. 5/2/2007 approved by the Judiciary Committee. 5/15/2007 passed by the House by a vote of 381-34. 5/16/2007 received in the Senate.

·H.R. 3093 Support, PASSED (Allan B. Mollohan, D-WV) Introduced July 19, 2007.  The “Commerce, Justice, Science and Related Agencies Appropriations Act, 2008.”  A bill making appropriations for the Departments of Commerce and Justice, and Science, and Related Agencies for the fiscal year ending September 30, 2008;
Recent Action:  7/26/2007, passed by the House by a vote of 281-142.  7/30/2007 placed on the Senate calendar.  10/16/2007 passed by the Senate by a vote of 75-19. 12/18/2007 passed as part of the “Consolidated Appropriations Act of 2008,” H.R. 2764.

·H.Amdt. 665 to H.R. 3093 Support, (Dan Lipinski, D-IL) Introduced July 25, 2007.  An amendment to provide $1 million in  funding for the Law Enforcement Tribute Act Program under the Office of Justice Programs – State and Local Law Enforcement Assistance;
Recent Action:  Amendment was withdrawn during floor debate with the provision that the Chairman of the House Appropriations Subcommittee on Commerce, Justice, Science and Related Agencies will fund the Program during conference negotiations.

·S.Amdt. 3256 to H.R. 3093 Support, (Joseph R. Biden, Jr., D-DE) Introduced October 4, 2007.  An amendment to appropriate an additional $110,000,000 for community oriented policing services hiring initiatives and to provide a full offset for such amount;
Recent Action:  10/15/2007 amendment agreed to in Senate by voice vote. (NOTE: during negotiations on the Consolidated Appropriations Act of 2008, this funding level was cut to $20 million in final bill).

Criminal Justice;

· S. 2237 Support, (Joseph R. Biden, Jr., D-DE) Introduced October 25, 2007.  The “Crime Control and Prevention Act of 2007.” A bill to fight crime;
Recent Action: Referred to the Senate Judiciary Committee. Currently has the support of 1 co-sponsor.

· H.R. 3992 Support, (Bobby Scott, D-VA) Introduced October 30, 2007.  The “Mentally Ill Offender Treatment and Crime Reduction Reauthorization and Improvement Act.”  A bill to amend title I of the Omnibus Crime Control and Safe Streets Act of 1968 to provide grants for the improved mental health treatment and services provided to offenders with mental illnesses;
Recent Action: 1/22/2008 Reported by the House Judiciary Committee. 1/23/2008 agreed to and passed by the House.  Had the support of 13 cosponsors.

· S. 2304 Support, (Pete Domenici, R-NM) Introduced November 5, 2007.  The “Mentally Ill Offender Treatment and Crime Reduction Reauthorization and Improvement Act.”  Senate companion bill to H.R. 3992;

· S. 456 Support, (Dianne Feinstein, D-CA) Introduced January 31, 2007.  The “Gang Abatement and Prevention Act of 2007.”  A bill to increase and enhance law enforcement resources committed to investigation and prosecution of violent gangs, to deter and punish violent gang crime, to protect law-abiding citizens and communities from violent criminals, to revise and enhance criminal penalties for violent crimes, to expand and improve gang prevention programs;

Porter, R-NV) Introduced May 10, 2007.  The “Sergeant Henry Prendes Memorial Act of 2007.”  A bill to amend title 18, United States Code, to provide Federal penalties for attempting to kill, conspiring to kill, or killing police officers, firefighters, and other federally funded public safety officers; 
Recent Action: 
Referred to the House Judiciary Committee. 6/25/2007 referred to the Subcommittee on Crime, Terrorism and Homeland Security.  Currently has the support of 2 co-sponsors.

·H.R. 365 Support, PASSED (Bart Gordon, D-TN) Introduced January 10, 2007.  The “Methamphetamine Remediation Research Act of 2007.” A bill to provide for a research program for remediation of closed methamphetamine production laboratories, and for other purposes;
Recent Action: Referred to the Committee on Science and Technology.  1/24/2007 approved by the Committee.  2/7/2007 passed by the House by a vote of 426-2. 12/11/2007 passed by the Senate and sent to President to be signed into law.   12/21/2007 became Public Law 110-143.

· S. 635 Support, (Max Baucus, D-MT) Introduced February 15, 2007.  The “Methamphetamine Remediation Research Act of 2007.”  Senate companion bill to H.R. 365;
Recent Action: 6/6/2007 Environment and Public Works Committee approves and orders to be reported without amendment favorably.  Had the support of 2 co-sponsors.

· H.R. 660 Support, PASSED (John Conyers, Jr., D-MI) Introduced January 24, 2007.  The “Court Security Improvement Act of 2007.”  A bill to amend title 18, United States Code, to protect judges, prosecutors, witnesses, victims, and their family members.  Title II, Sec. 202, contains modified language of the Internet Police Protection Act;
Recent Action: 7/10/2007 amended and reported by the Judiciary Committee.  7/10/2007 passed and agreed to by the House.  7/11/2007 received in Senate.  8/3/2007 referred to the Senate Judiciary Committee. 12/17/2007 approved by the Senate Judiciary Committee and passed by the Senate by unanimous consent.  12/19/2007 sent to the President to be signed into law. 1/7/2008 became Public Law 110-177.

· S. 378 Monitoring, (Patrick Leahy, D-VT) Introduced January 24, 2007.  The “Court Security Improvement Act of 2007”  Senate companion bill  to H.R. 660;
Recent Action:  3/29/2007 approved with an amendment by the Senate Judiciary Committee.  4/19/2007 passed by the Senate by a 97-0 vote.

Federal Oversight;

· S. 2289 Support, (Lamar Alexander, R-TN) Introduced November 1, 2007.  The “Federal Consent Decree Fairness Act.” A bill to amend chapter 111 of title 28, United States Code, to limit the duration of Federal consent decrees to which State and local governments are a party;
Recent Action: Referred to the Senate Judiciary Committee.  Currently has the support of 13 co-sponsors.

· H.R. 4041 Support, (Roy Blunt, R-MO) Introduced November 1, 2007.  The “Federal Consent Decree Fairness Act.”  House companion bill to S. 2289;

· H.R. 258 Oppose, (Sheila Jackson-Lee, D-TX) Introduced January 5, 2007.  The “Traffic Stops Along the Border Statistics Study Act of 2007.”  A bill to provide for the collection of data on traffic stops;
Recent Action:  Referred to the House Judiciary Committee. 2/2/2007 referred to the Judiciary Subcommittee on Crime, Terrorism, and Homeland Security. Currently has no co-sponsors.

· S. 625 Support, (Edward M. Kennedy, D-MA) Introduced February 14, 2007.  The “Family Smoking Prevention and Tobacco Control Act”  A bill to protect the public health by providing the Food and Drug Administration (FDA) with certain authority to regulate tobacco products; includes provisions to provide the FDA with the authority to combat counterfeiting and illegal smuggling of cigarettes;
Recent Action:  Referred to the Senate Health, Education, Labor, and Pensions Committee. 2/27/2007 Committee hearings held. 8/1/2007 reported out of Committee favorably with an amendment.  Currently has the support of 56 co-sponsors.

· H.R. 1108 Support, (Henry Waxman, D-CA) Introduced February 15, 2007.  The “Family Smoking Prevention and Tobacco Control Act.”  House companion bill to S. 625;
Recent Action:  Referred to the House Energy and Commerce Committee. 10/3/2007 hearings held in the Subcommittee on Health.  4/2/2008 amended and reported out by the full committee.  Currently has the support of 224 cosponsors.

Firearm Legislation;

· S. 376 Support, (Patrick Leahy, D-VT)) Introduced January 24, 2007.  The “Law Enforcement Officers Safety Act of 2007.”  A bill to amend title 18, United States Code, to improve the provisions relating to the carrying of concealed weapons by law enforcement officers;
Recent Action: Referred to the Senate Judiciary Committee.  5/17/2007 approved by the Judiciary Committee without amendment. 9/5/2007 placed on the Senate Legislative Calendar.  Currently has the support of 9 co-sponsors.

· S. 2084 Support, (Patrick Leahy, D-VT) Introduced September 21, 2007.  The “School Safety and Law Enforcement Improvement Act of 2007.”  A bill to promote school safety and improved law enforcement; specifically Title IV, which makes improvements to H.R. 218, the Law Enforcement Officers’ Safety Act;
Recent Action: 9/21/2007 reported out of the Senate Judiciary Committee and placed on the Senate legislative calendar.

Homeland Security;

· H.R. 1 Support, (Bennie Thompson, D-MS) Introduced January 5, 2007.  The “Implementing the 9/11 Commission Recommendations Act of 2007.”  A bill to provide for the implementation of the recommendations of the National Commission on Terrorist Attacks Upon the United States.  Particular focus on Titles I and VII, which provide for first responder grant funding;
Recent Action:  1/9/2007 agreed to and passed by the House by a 299-128 vote.  Referred to the Senate Committee on Homeland Security and Governmental Affairs. Conference negotiations began 7/17/2007 to resolve differences between H.R. 1 and S. 4.  7/25/2007, House and Senate conferees file conference report, H.Rept. 110-259. 7/26/2007 Senate agrees to conference report.  7/27/2007 House agrees to conference report.  8/3/2007 signed into Public Law 110-053 by the President.

· S. 4 Monitoring, (Harry Reid, D-NV) Introduced January 4, 2007.  The “Improving America’s Security by Implementing Unfinished Recommendations of the 9/11 Commission Act of 2007.” Senate alternative to H.R. 1;

· H.R. 2979 Support, (Anthony Weiner, D-NY) Introduced July 10, 2007.  The “First Responder Funding Modernization Act of 2007.”  A bill to prohibit the Department of Homeland Security from limiting the amount of Urban Area Security Initiative or State Homeland Security Grant Program grant funds that may be used to pay salaries or overtime pay of law enforcement officials engaged in antiterrorism activities;
Recent Action:  Referred to the House Homeland Security Committee.  8/7/2007 referred to the Subcommittee on Emergency Communications, Preparedness, and Response.

·H.R. 2638 Monitoring, PASSED (David E. Price, D-NC) Introduced June 8, 2007.  The Department of Homeland Security Appropriations Act, 2008.  A bill making appropriations for the Department of Homeland Security for the fiscal year ending September 30, 2008;
Recent Action: 6/15/2007 passed by the House by a vote of 268-150.  6/18/2007 received in the Senate.  7/26/2007 passed by the Senate with an amendment by a vote of 89-4.  12/18/2007 passed as part of the “Consolidated Appropriations Act of 2008,” H.R. 2764.

Immigration;

· H.R. 4088 Support, (Heath Shuler, D-NC) Introduced November 6, 2007.  The “SAVE Act of 2007.”  A bill to provide immigration reform by securing America's borders, clarifying and enforcing existing laws, and enabling a practical employer verification program;
Recent Action:
Referred to the House Committee on Homeland Security, and in addition to the Committees on the Judiciary, Ways and Means, Education and Labor, Oversight and Government Reform, Armed Services, Agriculture, and Natural Resources.  12/5/2007 referred to the Subcommittee on Terrorism, Unconventional Threats and Capabilities.  3/11/2008 Discharge Petition No. 110-5 filed, and as of 4/15/2008 has 187 of the 218 signatures needed to move H.R. 4088 to the House floor.  Currently has the support of 151 cosponsors.

·H.R. 842 Support, (Charles Norwood, R-GA) Introduced February 6, 2007.  The “Clear Law Enforcement for Criminal Alien Removal (CLEAR) Act of 2007.”  A bill to provide for enhanced Federal, State, and local assistance in the enforcement of the immigration laws, to amend the Immigration and Nationality Act, to authorize appropriations to carry out the State Criminal Alien Assistance Program;

Law Enforcement Officer Due Process and “Bill of Rights”;

· H.R. 688 Support, (Jim Ramstad R-MN) Introduced January 24, 2007.  The “State and Local Law Enforcement Discipline, Accountability, and Due Process Act.”  To amend title I of the Omnibus Crime Control and Safe Streets Act of 1968 to provide standards and procedures to guide both State and local law enforcement agencies and law enforcement officers during internal investigations, interrogation of law enforcement officers, and administrative disciplinary hearings, to ensure accountability of law enforcement officers, to guarantee the due process rights of law enforcement officers, and to require States to enact law enforcement discipline, accountability, and due process laws.  Commonly referred to as the Law Enforcement Officers Bill of Rights.
Recent Action: Referred to the House Judiciary Committee. Currently has the support of 52 co-sponsors

· S. 449 Support, (Joseph Biden, D-DE) Introduced January 31, 2007.  The “State and Local Law Enforcement Discipline, Accountability, and Due Process Act.”  Companion bill to H.R. 688;
Recent Action:  Referred to the Senate Judiciary Committee. Currently has the support of 5 co-sponsors.

Pension and Social Security Reform;

· S. 206 Support, (Dianne Feinstein, D-CA) Introduced January 9, 2007.  The “Social Security Fairness Act of 2007”  A bill to amend Title II of the Social Security Act to repeal the Government pension offset and Windfall Elimination Provisions;
Recent Action: Referred to the Senate Finance Committee. Currently has the support of 36 co-sponsors.

· H.R. 82 Support, (Howard Berman, D-CA) Introduced January 4, 2007.  The “Social Security Fairness Act.”  House companion bill to S. 206;
Recent Action:  Referred to the House Ways and Means Committee.  1/11/2007 referred to the Subcommittee on Social Security. Currently has the support of 342 co-sponsors.

· S. 1254 Support, (Barbara Mikulski, D-MD) Introduced May 1, 2007.  The “Government Pension Offset Reform Act.”  A bill to amend title II of the Social Security Act to provide that the reductions in social security benefits which are required in the case of spouses and surviving spouses who are also receiving certain government pensions shall be equal to the amount by which two-thirds of the total amount of the combined monthly benefit (before reduction) and monthly pension exceeds $1,200, adjusted for inflation;

· H.R. 2988 Support, (Albert Russell Wynn, D-MD) Introduced July 10, 2007.  The “Government Pension Offset Reform Act.”  House companion to S. 1254;

H.R. 3361 Support, (Charles Rangel, D-NY) Introduced August 3, 2007.  The “Pension Protection Technical Corrections Act of 2007.”  House companion bill to S. 1974;

Public Safety Officer Survivor Assistance;

· H.R. 146 Support, (Gene Green, D-TX) Introduced January 4, 2007.  The “Law Enforcement Officers Flag Memorial Act.”  A bill to provide Capitol-flown flags to the families of deceased law enforcement officers;

· H.R. 2391 Support, (Bart Stupak, D-MI) Introduced May 17, 2007.  The “Public Safety Officer Family Health Benefits Act.”  A bill to amend title 5, United States Code, to make family members of public safety officers killed in the line of duty eligible for coverage under the Federal employees health benefits program;

Witness Protection;
