NAPO’s 19th ANNUAL CONVENTION
HELD IN EXCITING LOS ANGELES!
 

The Los Angeles Police Protective League (LAPPL) served as host to NAPO’s 19th Annual Convention, August 8-13, 1997. Roughly 250 NAPO delegates from across the country traveled to the Regal Biltmore Hotel in downtown Los

 

Special guest speakers included Attorney General Janet Reno, Under Secretary Raymond W. Kelly of the U.S. Department of the Treasury, Representative Bart Stupak (D-MI), Representative Matthew Martinez (D-CA), Lt. Governor Gray Davis (CA), Mayor Richard

 

Professor Byron Warnken, a member of the advisory board of the National Law Enforcement Officers’ Rights Center, and Sean Smoot, Chief Legal Counsel of the Policemen’s Benevolent and Protective Association of Illinois, presented updates on Supreme Cour

 

Professor Warnken and Hank Hernandez, General Counsel of the Los Angles Police Protective League, also held a special session on the impact of the Lautenberg/Barr domestic violence law, and its impact to date on law enforcement officers.

 

 

NAPO ELECTION RESULTS

 

Several new NAPO officers were elected this convention with the retirement of Recording Secretary O.J. Holt, and with Ernie George choosing not to seek another term as Executive Vice President so that he can dedicate more of his time as the new Pre

Executive Vice President: Bud Stone, Berkeley Police Association of California

 

Treasurer: Bill Birdseye, Police Officers Association of Michigan

President Scotto also announced the appointment of Executive Secretary: Sandra Grace, New Bedford Police Union.

 

NAPO 1997 CANDIDATE ENDORSEMENTS

 

NAPO delegates voted to endorse three candidates in 1997: the gubernatorial bid of current Lt. Governor Gray Davis of California; the re-election campaign for Governor Christine Todd Whitman of New Jersey; and Eric Vitali

NEW RESOLUTIONS

 

After reviewing the materials on new pieces of federal legislation, delegates passed a resolution in support of H.R. 2088, the "The Public Safety Officers Memorial Scholarship Act of 1997" introduced by Congressw

 

The second resolution passed is in support of H.R. 921 "Officer Brian Gibson Tax Free Pension Equity Act of 1997." H.R. 921, introduced by Congresswoman Eleanor Holmes Norton (D-DC), was adapted into the language of the Taxpayer Relief Act o

 

Delegates also voted to support H.R. 1795 which was introduced by Congressman Benjamin Gilman (R-NY) and passed into law through the Taxpayer Relief Act of 1997. Thanks to this piece of legislation, the IRC code of 1986 has been amended to remove the

 

DELEGATES VOTE TO SUPPORT UPS TEAMSTERS STRIKE

 

The UPS strike had just begun as NAPO delegates convened in Los Angeles. NAPO delegates voted to support the UPS Teamster strikers in their efforts to obtain more full-time employees, better pay and pension benefits.

 

PRESENTATION OF THE ANNUAL PETE LAWER AWARD

 

This year in remembrance of NAPO friend Pete Lawer, NAPO recognized two individuals who proudly share the 1997 Pete Lawer Award.

 

Co-recipient William "Bill" J. Johnson was honored for his outstanding service as NAPO’s General Counsel. He was instrumental in launching the National Law Enforcement Officers’ Rights Center fighting for the rights of law enforcement office

 

Elizabeth "Beth" McGee Weaver was also honored for her exemplary service as NAPO’s first Director of Communications. Now a Public Affairs Specialist with the U.S. Department of the Treasury, Ms. Weaver said that law enforcement officers dese ceremony.

 

NAPO HONORS RECENT RETIREES

 

As many of you already know, O.J. Holt NAPO’s longtime Recording Secretary, retired from the NAPO Executive Board this summer. His replacement is Mike Derbyshire of the Central Coast Chapter of PORAC. We’ll miss O.J., bu

 

Also retiring this year are longtime NAPO friends Jim Long of the St. Louis Police Fraternal Organization and Chet Opolski of the Detroit Police Officers Association.

 

NAPO TIE SALES & WINDOW STICKER LOGO PROGRAM

 

Prototypes of NAPO’s new tie made their debut at the convention and were a big hit! The ties will be navy blue, maroon and silver gray and feature our Top Cops "little boy" logo. Ties will be sold for $30 in co

 

Delegates also saw prototypes of NAPO logo window stickers so that everyone can proudly display their membership in NAPO on their vehicles, etc.

NAPO is pleased to welcome several new organizations! The New York City PBA has joined with a membership of nearly 27,000 members and the Assistant Deputy Wardens Association of East Elmhurst, NY has joined with a total of 184 members.

NEW NAPO STAFF

 

Please join us in welcoming three new members of the NAPO staff. Jodell Fuller has joined NAPO as our new office assistant, she was formerly with Georgetown University Hospital. Mikael Troubh formerly with the Department of Housing and Urban Development has joined NAPO as our new Legislative Assistant, and Stephen McSpadden will be joining NAPO as General Counsel in December.
